My One DM Panel Keeps Blowing 30 amp Fuse

Controller Showing 12.06 Consistently

I have a question 

I have HF panels hooked up to Harbor Freight controller & controller shows consistent 12.06 volts. And doesn't go up or down when the sun is out or it's dark. What could be my problem? Any help would be appreciated.
